OODA - production AI platform

Space Domain Awareness - Production AI Proposal

"dynamic decisions require dynamic data"

3 Three platforms could function together in a USSF context. The sequence you laid out—Teleseer for ground-truth visibility, Equitus for multi-domain fusion, and Wallaroo for automated action—perfectly mirrors the military's Observe, Orient, Decide, Act (OODA) loop. This structured approach is essential for any modern military force, especially for the USSF, which operates in a domain where the speed of data is paramount.

Multiple system deltas can be achieved with the interconnection of commercial technologies'/layers to accelerate capabilities build-out.  Teleseer/KGNN/Wallaroo combination of layers provides a holistic viewpoint to build dynamic secure scalable platforms:

  • Teleseer: Observe. This is the "Observe" phase. It provides a real-time, low-level, and agentless view of what's happening on the network. Without this fundamental layer of visibility, any subsequent analysis would be based on incomplete or inaccurate data. Teleseer's ability to passively monitor traffic in a simulated OTTI environment is crucial for understanding the cyber component of a space conflict.

  • KGNN: Orient. This is the "Orient" phase. Equitus takes the raw observations from Teleseer and orients them within a broader intelligence picture. By fusing network data with information from other domains (e.g., satellite imagery, OSINT reports, SIGINT), it provides the necessary context to understand the why behind the network activity. This is where a simple network anomaly becomes "Adversary Group X launching a cyber-reconnaissance effort."

  • Wallaroo: Decide and Act. This is the "Decide and Act" phase. Wallaroo takes the highly-contextualized intelligence from Equitus and runs AI models to generate actionable insights and automate responses. It’s no longer about a human-driven, slow process of analyzing data and making a decision. The AI, powered by Wallaroo, can predict the next move of an adversary and recommend or even execute a countermeasure in real time, dramatically shortening the OODA loop and giving Guardians a critical advantage in a high-speed conflict.

This integration would enable the USSF to build a "digital nervous system" for its operational infrastructure, allowing it to move from a reactive posture to a proactive and predictive one. It's a prime example of how the military is leveraging commercial technology to modernize and maintain its competitive edge in the complex, interconnected domains of space and cyberspace.
